NEON build was disabled by http://trac.webkit.org/changeset/174107 when bumping 
to EFL 1.11.2. Now we use EFL 1.13 and NEON build is already fixed in it.

Just a note: It is absolutely unrelated to the recent webkit-dev thread about
NEON intrinsics in WebKit. This patch only enables NEON inside EFL library
only if the configure script in it determines that NEON is available.
