We have a new heuristic in bug 142549 that lets us ignore parts of the viewport meta tag (if the author claimed the page would lay out to the device width or height and then made assumptions about what that size was and failed to lay out to the actual width or height).
When this happens, we should yell fairly loudly somewhere in the inspector to assist in debugging.
