EFL 1.13.0 is out since a week, why not to use the latest release?
https://phab.enlightenment.org/phame/live/3/post/efl_1_13_is_out/

Patch is ready, build, JSC tests and layout tests pass on x86_64,
but haven't tested MiniBrowser anywhere and build/tests on ARM.

I tested MiniBrowser and layout tests on x86_64 and haven't seen 
any problem, and tested ARM build, it works fine, so let's go ahead.
