http/tests/security/appcache-in-private-browsing.html frequently fails on all bots.

I'm not sure what precisely this test intends to check, we need to go back to the original change, and to re-do its tests.

Its companion test http/tests/security/appcache-switching-private-browsing.html is not as flaky, however it probably also needs a look.
