The HTTP tests on Windows have been disabled for a long time due to flaky server support and lots of timeouts. We need to get this coverage back, and make sure they stay running. I think moving to a native Windows build of Apache as our test harness on Windows would be a great first step to getting these features turned back on.

Committed in r179537 <https://trac.webkit.org/changeset/179537> All test systems have been updated to run XAMPP with native Windows Apache. So far, the test systems seem to be operating without problems.
