The HTTP tests on Windows have been disabled for a long time due to flaky server support and lots of timeouts. We need to get this coverage back, and make sure they stay running.
I think moving to a native Windows build of Apache as our test harness on Windows would be a great first step to getting these features turned back on.

All test systems have been updated to run XAMPP with native Windows Apache. So far, the test systems seem to be operating without problems.
