[Win] TestRunner::addDisallowedURL not implemented

There are a few DRT deficiencies that prevent tests from passing:

Affected tests include:
  plugins/get-url-that-the-resource-load-delegate-will-disallow.html
  plugins/get-url-with-blank-target.html
  plugins/open-and-close-window-with-plugin.html
  plugins/plugin-javascript-access.html

1. The Windows DRT needs to implement addDisallowedURL so that tests can pass:
2. It also seems like 'getURLNotify' may be missing.
3. PLUGIN: NPP_Destroy doesn't seem to be output by DRT on Windows.
