It seems it went to infinite loop. It would be great if somebody 
can check the logs on the commit queue machine to determine how
is it possible.

Tests already passed, so it seems something happened during the land step.

There aren't any logs written for this kind of thing, unfortunately.

This appears to mean that there is another check for cq flag state lurking somewhere.
