I'm looking at the commit queue popover at bot watcher's dashboard, and the number of attempts is just crazy. A patch that hasn't been actually retried has 70 retries recorded now.
Will investigate. I noticed that the patch disappears from ActiveWorkItems all the time, and then re-appears.

Actually, never mind, it's a duplicate of bug 137460. The patch used to be cq+, then changed back to cq?.
