As we do in webkitdirs.pm, create a testing device under a device type and runtime on demand if one doesn’t already exist.

Marking as duplicate of https://bugs.webkit.org/show_bug.cgi?id=136895 -- the ability to create a device and properly handling the representation of multiple runtimes are inextricably linked.
