Steps to Reproduce:

1. Install only a plain text service.
2. Go to http://apple.com/contact
3. Select from "Contact Apple Support" to "Lost or Stolen Apple Products" in the second column
4. Hover the selection.

Expected:

Should get a selection button and a menu when clicking it.

Actual:

No button, no menu, no phone numbers.
