As far as I can tell, promise Microtasks get put into the ScriptExecutionContext's task queue, so it should suffice to make m_pendingTasksTimer a deterministic timer.

Right now, WEB_REPLAY does not support web workers at all (bug: <https://bugs.webkit.org/show_bug.cgi?id=131547>). True worker re-execution is pretty low on the list of things to address, so this bug can punt on Promise fulfillment in worker contexts.
