the black bordered rectangle should be scaled 0.5 and centred, see firefox, instead no scaling occurs

If it is reproducible with pure HTML then yes. Otherwise no.

I am able to reproduce this bug using attached "demonstration" test case in Safari 15.5 on macOS 12.4. Other browsers - Firefox Nightly 102 and Chrome Canary 104 display the output similar to each other. Thanks!
