http/tests/security/dataURL/xss-DENIED-to-data-url-sub-frame-uppercase.html is skipped on Mac Windows and Win Cairo ports.

The only explanation in TestExpectations references a radar with mentions Leopard: <rdar://problem/5539818> REGRESSION (Leopard): http/tests/security/dataURL/xss-DENIED-to-data-url-sub-frame-uppercase.html failing

I don't have Windows to check if this is still failing, but it obviously has nothing to do with Leopard, so I've changed the TestExpectations to point to this bug.
