Many of our tests call testRunner.dumpAsText, which gives us a block of text output rather than a detailed render tree text dump.
Some Windows test are showing up as flaky because the tests are emitted as render trees instead of text blocks. If you run the tests again, individually or in a group, they will properly export as a text block.
It looks like the pixel dump setting from one test is getting carried over to a later test.
