Web Inspector: AXI: expose "busy" status of current and ancestor nodes

If an element is inside an ancestor marked as busy, we should expose this. 

It will also be useful for validation. For example, elements without required owned children (empty lists or menus, empty grids) are only valid when they are hidden or busy.
