[S60] "Open while downloading" UI setting functionality is not working correctly.

- Use case:
When "Open while downloading" Browser setting is set to NO, the file must not start playing in Music Player while downloading.
 Now it is not working. Again when set to ON, it is not playing automatically.

- Steps to reproduce:
1. The Browser UI setting §qtn_brow_sett_open_downloads§ is set to §qtn_brow_sett_open_downloads_no§.
2. Load the page http://trsrv42.wirelessfuture.com/content/s60/index.wml -> Non-DRM Downloads -> bg audio clips -> kulkurin_iltakalja.mp3 (2.5 MB)  }
    ( Use nokia test network).

- Actual outcome:
Playback is started automatically.
- Expected outcome:
Phone starts downloading the file and the name of the file is shown Downloads List. Playback is not started automatically.
