It was extracted from HTMLCanvasElement.cpp since r91638. But, it is only used in HTMLCanvasElement.cpp now.

This can be closed since "Accelerated 2D Canvas" setting has been deprecated by tagging as "RESOLVED INVALID". Link - https://bugs.webkit.org/show_bug.cgi?id=240993 Thanks!
