The debug bots seem to periodically fail when running webgl/1.0.2/conformance/rendering/gl-scissor-test.html.  This does not happen in release builds.

Landed declaration that this test is flaky in Mavericks Debug under http://trac.webkit.org/changeset/161444.

This test does not appear to be flaky according to the flakiness dashboard, and the expectation for Mavericks is no longer relevant.
