renders correctly if I choose UTF-8 encoding, which is also present in one of the meta tags (charset) for the page.
However, Safari seems to choose ISO-Latin-1 which means the quotation marks used don't show up correctly.

I cannot reproduce this with a r18858 nightly or shipping Tiger Safari.
Please note that this is an XHTML document served as HTML - but if it were served as XHTML, the meta would have had no effect (this was a change from Tiger).
