Created attachment 215486 [details] HTML file highlighting the problem Applying page-break-after: always to content flowed in a region leads to a forced *region* break. This should not happen. In the attached sample, the text should be only in the first brown rectangle, but each paragraph is rendered in a separate region.

CSS Regions were removed in Bug 174978.
