Since I updated Webkit two versions ago I have been noticing some graphical issues on some major sites. On store.apple.com, if you scroll the page you'll notice the phone, account and cart icons stay static when they are not supposed to. This bug is also seen on http://www.apple.com/mac, the little arrow that points to Mac Applications Accessories Server stays static. If you manually disable any css transitions on these objects it seems to stop them from scrolling with the page.
A bigger example is to try to scroll the page when watching a youtube video you'll notice that you can't see the rest of the comment on a video, and that the video itself doesn't scroll with the page properly.

Recent release have changed this behaviour. Now the apple page won't scroll at all, same with the youtube page. Seems like scrolling does't scroll any content on any page.

Yes, there is no scrolling at all.

I cannot reproduce this on Mountain Lion. Perhaps 10.7-only?

dykstrad, did you at any point use the Debug menu to change drawing/compositing settings?

There are 6 menu items to check. That means 64 combinations are possible. When Disable Accelerated Compositing is checked in the window happens nothing when scrolling with the mouse. Otherwise the scroll bar shows normal behavior but the content does nothing.
Yes it seems to be a 10.7.x problem. In 10.8.5 with the newest nightly (r157091) is no problem.
