The value of the counters on the page display as: 0. INTRODUCTION 2. FUNDAMENTAL CONCEPTS 4. DESCRIPTION in WebKit r18412. Opera and Firefox (2.0.0.1) display 1. INTRODUCTION 2. FUNDAMENTAL CONCEPTS 3. DESCRIPTION

Shipping Safari 2.0.4 (419.3) on Mac OS X 10.4.8 (8N1037) doens't display any numbers at all, so at least it's an improvement. :)
