Patch
Hi all, This is a minimal patch to make the flakiness dashboard work again for webkit.org bots, until I can sync up w/ Ojan and Julie over the best way forward for both webkit.org and chromium.org. The chromium/blink layout test bots have other problems of their own at the moment, so it seems acceptable to just disable displaying data for them for now (I think we'll still be uploading data, at least). Let me know if anyone objects to this change, else I'll commit it and push it up to AppEngine. Note that I think the unittests were already broken, and now they're broken more :).
