Reduce PluginProcess lifetime Currently PluginProceses live for at least 30 minutes, and have a shutdown period of 10 minutes after the last plugin went away. This should be much lower. I nominate at least 2 minutes, and a shutdown period of 1 minute after the last plugin goes away. In radar as <rdar://problem/12465479>
