The test case doesn't work in Safari, because video controls do not appear. But there is a good chance that the actual issue is cross-platform, and affects Safari too.

It is still reproducible in STP191 when I reduce window size (the play button) does not show on 'yellow container' while in Chrome Canary 125 and Firefox Nightly 126, it is above 'yellow' container. Shadow-Content User Agent style sheet on video player shows that it is using Modern Media Player - via 'media-controls.css': .media-controls-container { }... Changing status to 'New'.
