Need test to verify that deferred image decoding works correctly with broken images. This test is also useful for other ports.

This seems like a test that is best done as a reference test rather than a pixel test. Should be straightforward to make a ref that has images that are broken for some more straightforward reason, such as an entirely missing image file. The ref test would work for all platforms and would avoid all sorts of anomalies like the empty “expected.txt” file, and the need to skip the test on so many platforms.
