I wasn't able to reproduce the bug with your testcase, nor reproduce differences between body and p/div/etc. I think this bug has at least two root issues: 1) We do not support data uri images in the svg-as-image case. I would expect the SVG http://srufaculty.sru.edu/david.dailey/svg/ovaling.svg may have changed since this bug was opened to not include any data uri resources. But I found another issue with this test case. The animation performs really slow when the SVG is the background of the <body> element. I opened a new bug instead of recycling this one.
