    <thetext>These inspector tests are flaky on Windows.

It&apos;s hard to tell when the problem originated but there are currently too many flaky tests on Windows that are making botwatching rather difficult. 

I&apos;m going to start adding flaky tests to the skip list in groups so that the bots can get greener and so that it&apos;s easier to tell when new failures arise.
