    <thetext>It was discussed that it might make sense to move most of the scaling code and computation into WebViewImpl. While Chromium should decide whether scaling or fixed layout is enabled, the clamping of the scale factor, computation for scroll position, etc might make sense to stay in the WebKit API.</thetext>
