<thetext>QtWebKit does not compile with QT_NO_LIBRARY (or QT_NO_SETTING which in turn turns on QT_NO_LIBRARY). This is confusing as QT_NO_LIBRARY (and QT_NO_SETTING) are used as guards in QtWebKit code, so one might conclude that this is actually supported.

We should either remove all QT_NO_LIBRARY guards or fix the QtWebKit build with QT_NO_LIBRARY defined (I say there is value in fixing the build).

This is a regression and got broken with the introduction of PlatfomPlugins.</thetext>
