The loaderId should come from ScriptExecutionContextIdentifier (document ID) which is available in the WebProcess. The PageAgentProxy should pass the ScriptExecutionContextIdentifier through the frameNavigated IPC message, and ProxyingPageAgent should convert it to a protocol string for the loaderId field.
