I think bug 300919 would probably help here, but still it's worth trying to make this process more robust. Checking with Powershell I can't see any process holding the lock on the DLL, so we're just in a broken state until the container restarts. If we can't delete a DLL in the bin directory, we'll move the DLL to a temp directory instead.
