The issue was not present on earlier OS versions. I used the Space and Enter keys to toggle the disclosure trigger. It worked as expected, announcing the new state after activating the disclosure trigger. Given Joe Watkins' test, I don't think this is ready to close (but I think it is ready to assign) since the bug has already regressed once in the version 18 releases.
