Instead of creating a new web extensions API, we could utilize WebPush to allow extensions to receive messages if we remove the requirement to display a notification on receiving a push message. This is something developers expressed a lot of interest in the Web Extensions Community Group (WECG). In order to do this, extensions would need to be able to set { userVisibleOnly: false }.
