    <thetext>IOS 9 - Safari for iPhone

Steps to reproduce:

1.) Run Safari for iPhone on IOS 9
2.) Open a long page
3.) Scroll down to the end/bottom of the page until you receive a rubberband effect
4.) Do immediately a further swipe so that the toolbar at the bottom appear and the page receives a further rubberband effect.

Actual: The toolbar at the buttom appears but the rubberband effect of the page stutters. 

Expected: The toolbar should appear and the page should have a smooth rubberband effect.

This is a regression. It works fine with Safari on IOS 8.

Are there any updates on this regression in rdar://problem/22758169? This is broken since iOS 9 and still to reproduce in latest iOS 10.3.
