I discovered while moving code around today that HTMLOptionsCollectionImpl is completely 
unimplemented in WebCore.  Perhaps KDE has an implementation we could pick up from khtml?

HTMLOptionsCollectionImpl has been replaced by HTMLOptionsCollection, and this implementation seems complete. This bug is still valid?
