Go to http://www.irs.gov/pub/irs-pdf/i1099.pdf. Zoom in a few times, using cmd-=. Go to www.google.com. The text is all large. After disconnecting the PDF scale factor from the common scale factor used for HTML and text, these should not affect each other like this.
