This bug is also in Radar as <rdar://3164064>

* SUMMARY: webmail.mac.com, can't attach some file types when composing a message and attaching files.

* STEPS TO REPRODUCE: go to webmail.mac.com, compose new message, attach file.  Some files cannot be attached 
(two samples enclosed), one is an old System Extension, one is a Classic app.

* RESULTS: Error message that you have not selected a file to attach.

* REGRESSION: Problem occurs in v51 & 56.  Works fine in IE.  Other files attach fine (pdf, graphics, AppleWorks 
files).

* NOTES: Two problem files enclosed.

I think the issue is that we don't do MacBinary encoding for uploaded files.
The MacBinary encoding part is easy. Deciding when to MacBinary-encode is not.

Resource forks are long dead.  I think we can close this?  Please re-open if you disagree.
