I cannot get WebKit or Safari to stay on "Safari" as User Agent under the Debug menu... Tried everything I know to try, Preferences, etc......

WebKit provides the HTML engine for Safari, not the chrome and menus.  See http://webkit.org/blog/101/back-to-basics/ for more info.  Please file bug reports about Safari UI at http://bugreport.apple.com/.
