The deprecated Spinneret application is invaluable when working on the various Windows back-ends. This patch revamps Spinneret under the name "WinLauncher".

r=me It was suggested that the original Spinneret should be restored from SVN, and then have the recent changes applied on top of it, but it's probably fine to just land this as-is.

Also worth noting that this needs to go under the WebKitTools directory.
