foreignObject support has been disabled.

please can someone provide a description of the issue?

and indicate when it will be enabled?

This was done on purpose for stabilization:

If you build your own local copies of WebKit, you may re-enable support for these "experimental" features.  I'm pretty sure they will be re-enabled in ToT after the "stabilization spree" is done.

I would also suggest subscribing to webkit-dev to keep abreast of these issues.
