In the window build of webkit, the various tests linked off that page do not animate.  Ignoring the canvas based test, the rest should animate as they do in WebKit on the Mac.  Perhaps this is just a painting issue as it certainly appears like the tests function well otherwise.

Works for me with r23677 under Parallels (haven't tested the beta).
